План Реконструкции Юга [Reconstruction], выдвинутый Объединенным комитетом Конгресса по ведению войны [Joint Congressional Committee on the Conduct of the War] и принятый Конгрессом 2 июля 1864. Предусматривал жесткие меры регулирования в целях восстановления экономики, разрушенной войной. Предлагал восстанавливать статус каждого южного штата, утратившего его в результате сецессии [Secession] и войны [Civil War], только после того, как все его белые граждане-мужчины принесут присягу на верность США [oath of allegiance] и будет принята конституция, одобренная президентом и Конгрессом США. Авторами законопроекта были сенаторы Б. Уэйд [Wade, Benjamin Franklin] и Г. Дэвис [Davis, Henry Winter]. Президент А. Линкольн [Lincoln, Abraham] наложил на него вето; в ответ оба сенатора осудили действия президента в совместном манифесте [Wade-Davis Manifesto] от 5 августа 1864. Так началась продолжительная борьба между президентом и Конгрессом по вопросу о методах осуществления Реконструкции.
